HAMLET Project Overview

HAMLET
(Human Centred generative AI fraMework for culturaL industriEs’ digital Transition) is a Horizon Europe Innovation Action (GA 101178362) that empowers Europe’s Cultural and Creative Industries (CCIs) by democratizing access to generative AI tools. Coordinated by CERTH and supported by 11 partners across six Member States, the project combines a technical suite of seven AI enablers with a community centric digital platform, the HAMLET Collaborative Community Hub, inspired by popular collaboration tools, to foster dialogue, co-design, resource-sharing, innovation, and sustainable business models.

We aim to lower entry barriers for artists, creative SMEs, technologists, and cultural professionals in AI tools usage by promoting collaboration. This will be realized through the project’s platform, integrated with an OpenAPI and embedded Virtual Living Lab capabilities. This will also enable us, and the hub users, to embed ethical, human-centric usage through governance frameworks co-designed with all relevant stakeholders.
The digital heart of HAMLET is a collaborative online platform for creators, technologists, policymakers, and the public that is designed to:

  • Host AI tools and a chat bot access and navigation.
  • Support matchmaking for sub communities, resource sharing, co creation projects, and profit sharing initiatives.
  • Act as the backbone of the Virtual Living Lab for participatory design and iterative feedback between users and tool providers.


HAMLET develops and integrates seven AI-powered tools tailored to the CCIs, specifically for game developers, creative directors, choreographers, and theater professionals:

  1. Procedural Content Generation: Streamlines asset creation.
  2. Cultural Content Adaptation: Adapts multimedia for different audiences.
  3. Audience Engagement Analytics: Informs decision-making for cultural content.
  4. Dance Style Analysis & Generation: Converts movement into data and creative inspiration.
  5. Music-to-Movement Translation: Bridges auditory and physical artistic disciplines.
  6. Immersive Design Integration: Enables XR/VR experiences for performances.
  7. Adaptive Narrative Enabler: Personalizes storytelling across media formats.


This hub will roll out in 4 pilot use cases related to game development, content adaptation, dance analysis and immersive theatre.

Who we are

HAMLET is a Horizon Europe Research and Innovation Action dedicated to democratizing access to generative AI tools across Europe’s Cultural and Creative Industries (CCIs). Our mission is to empower creators, technologists, SMEs, and cultural organizations of all sizes to harness AI-driven tools, enabling new forms of cultural expression, collaboration, and sustainable innovation.

What we do

  • HAMLET Community Hub: A digital collaboration platform inspired by modern social tools like Discord, where cultural professionals, technologists, artists, and policymakers can connect, co-create, and exchange competencies. It will support matchmaking, resource sharing, profit‑sharing mechanisms, and AI tool integration via a public API.
  • AI Enablers: Seven integrated tools designed to support CCIs use cases, from procedural content generation and adaptive narrative engines to dance motion analysis, immersive design integration, audience analytics, cultural adaptation tools, and ethical AI governance modules. These serve as demonstrators of our human‑centered framework.
  • Four Pilot Use Cases: Each enabler is validated through real-world pilots across diverse CCI domains including game development, performing arts and digital content creation, ensuring co-design with local creative communities, and demonstrating impact in different cultural workflows.

By integrating ethical frameworks and shared value models, our approach lowers barriers for smaller creative actors and fosters sustainable collaboration. We aim to set new benchmarks in European CCI innovation, co-creation and digital transition.
